Concealed Handgun Permits in Washington State

Is it me, or are a lot of the states with high concentrations of permit holders pre-Florida CCW states, states that don't have a training requirement, or a combination of both?

I heard Connecticut, a state with an AWB and one given a high rating by HCI, has the 5th highest concentration of permit holders in the country (# of permits/state population).

And this might be off topic, but I'm also curious as to why there are only 1.2 million FOID card holders in Illinois. Surely even with Chicago, I'd expect the real number of gunowners to be double that, statewide. Perhaps a good number of Illinoisans practice a form of civil disobedience with regards to ownership, people who are otherwise law-abiding citizens.

Yes, that is generally correct. The single exception is Pennsylvania that modelled its law on Indiana, an early adopter. The reason is simple: the early adopters had the least restrictions, no training requirement and low fees. All those conditions result in more permits being issued.

It should also be noted that in CT, you need a CCW (or eligibility) permit to even purchase a pistol. Most other states at least allow you to purchase & then take it home. Since CT's CCW law hasn't been updated in a while, it doesn't suffer from many of the restrictions of ones passed more recently.
