In 2000, the average Federal civilian wage was 33 percent more than the average private industry wage. By 2008, that gap was 59 percent.

Which may simply mean that the bottom pay rate is decent and there is a proportionally longer tail. Aren't wages, etc, supposed to use Median for just this reason?; 10/02/2009 2:27 PM
